I HAVE the honour to inclose herewith a copy of my despatch No. 34 of the 17th August to His Majesty's Minister at Peking, and three inclosures, dealing with the question of opium in the two provinces of Yunnan and Kueichou.

I HAVE the honour to inclose a Report on the measures taken to suppress opium smoking and opium cultivation in the provinces of Yünnan and Kueichou, together with copies of two Proclamations issued at Yünnan-fu.

It appears to be generally believed by the Chinese that if stringent measures are employed to forbid the sowing of opium at the end of the rice harvest in September-October next grave disorder will be the result.

Memorandum respecting Opium Smoking and Opium Cultivation.

1. Proclamations.

PROCLAMATION of the chief bureau for the prohibition of opium smoking at Yünnan-fu, dated the 24th April, 1908.

Opium smoking to cease at the end of the 6th moon (27th July, 1908).

(b) Proclamation of the Governor-General of Yunnan and Kueichou, posted at Yunnan-fu and dated the 21st July, 1908.

Memorial to the Throne prohibiting the production and consumption of opium at the end of the Chinese year (21st January, 1909).

(c) Proclamations issued by the Prefect and the Magistrate of Ch'u-ching-fu, dated the 3rd moon (April 1908).

Pains and penalties against opium smokers.

(d) Proclamations issued by the Prefect and the Magistrate of Ch'u-ching-fu (North-East Yunnan), dated the 4th moon (May 1908).

Modification of (c); also forbidding the sowing of opium this year, and announcing prohibition against its sale at the end of the Chinese year (21st January, 1909).

(e) Proclamation issued at Ping-i-hsien (North-East Yunnan) in May.

On the evils of opium smoking and an exhortation to smokers to break off the habit.

Official Action taken in pursuance of these Proclamations locally.

At Yunnan-fu: Opening of five official dispensaries and one office refuge; also, one non-official dispensary and one non-official refuge.
